Two men led me to this artwork, a former german chancellor and his russian friend.
This chancellor had/has no problem with the war his friend started. The third one is a unprincipled man, who asks:

„Ich sei, gewährt mir die Bitte, in eurem Bunde der Dritte“

I remembered the ballad by Friedrich Schiller „Die Bürgschaft“. But there it is a positive 'Friendship'.
